Problem: Tool tip in CFChart inside HTML page, goes outside the chart

Method: Run the enclosed files and check the tool tip

Result: The coordinates are messed up and tool tip goes outside the chart. With cfchart-tooltips.cfm , the tool  tip shows on chart and on /index.cfm#chart_seatQuestion , it flies to bottom of the page. 

Expected: Tooltip should show up on the chart

Workaround: None.

I am noticing this too ever since our organization migrated to IE11, though we are still on CF10. If I emulate IE9 mode, it works as intended. When switching between modes, the CSS seems to change.
