Over the last coupla releases of CF, a includeEmptyValues setting has been added to all (? I think all of them are covered now?) list functions. However it's still not been added to <cfloop>. Which it should be, as that is part of the work here (hence raising this as a bug).

+1, agreed. Would be useful. Just FYI, we previously logged this as #CF-3107461 w/ title '<cfloop list="1,,3" index="i" includeEmptyElements="true"' but I'm unable to find it. It was marked Deferred.
