Problem:
If you attempt to start an instance of an SMS gateway when the SMS server is off, the error message gives you no hint about it.
I suggest that, in such a case, the error message let you know you must first start the Test SMS server. Currently, message only says the connection was refused.
Method:
Quite often, you go directly to the gateway-instances page in the administrator. It is natural to then expect that your SMS gateway instance will start. It won't, unless you had previously turned on the SMS Test Server. But the button to start that server is in the gateway-settings page. There is nothing to remind you to first stop at the gateway-settings page before proceeding to the gateway-instances page. So it's very easy to either be unaware of that button or to forget to start the SMS server.
