Problem Description: This is valid CSS and it marks it as incorrect.

Steps to Reproduce:

1. Open attached file with CF builder CSS highlighter

Actual Result:

1. Encountered " <DOUBLE_STRING> "\"UTF-8\" "" at line 1, column 10.
2. Encountered " "." ". "" at line 7, column 1.
3. CSS color in ".current-revision td" not properly highlighted.

Expected Result: No bugs like this

Generic issue with CSS editor post CFB2. Will investigate and fix it for CFB4.
