server start/stop not working properly
Repro:
1) In "CF Servers" view, rt-click a running local CF2016 server and choose "Stop Server"
2) See the local CF2016 server restarts (bad - it should only stop)
3) In "CF Servers" view, rt-click the running local CF2016 server and choose "Restart Server"
4) See the local CF2016 server restarted (good) but see Windows Services applet shows the server is stopped (bad)
5) In Windows Services applet, try to start the local CF2016 server and see error "Windows could not start the ColdFusion 2016 Application Server on Local Computer."
6) In "CF Servers" view, rt-click the running local CF2016 server and choose "Stop Server"
7) See the local CF2016 server stopped (good)
8) In Windows Services applet, try to start the local CF2016 server and see it starts (good)
9) In "CF Servers" view, see the server shows as "Running" (good)
So.. there are a couple issues:
1) Choosing "Stop Server" sometimes restarts the server
2) Choosing "Restart Server" does restart server, but Windows Services applet shows the server as stopped
