Problem Description:
 Manually installing CF2016u8 and CF 11 u16 in windows fails if your user is not a local admin (even if you have full admin rights through a domain user/group). This has not been the case in previous updates.

Steps to Reproduce:
 - Download update .jar.
 - Run powershell as an administrator
 - Run the update .jar using the JRE in the coldfusion install
 - Hit next, agree to terms
 - Fails, cites permission issues.

Actual Result:
 Update is not installed despite user having full admin rights, saying:

"The user account should have read/write privileges to the files in the ColdFusion root directory and should have privileges to start and stop ColdFusion services."

I confirmed that my user can do all of the above.

Installer logs show no errors, just a bunch of successes followed by: 
 "INSTALLATION WAS CANCELLED BY USER DURING PRE-INSTALLATION"

Expected Result:
 I expect the update to install given I have full admin rights.

Any Workarounds:
 Assigning the user to the local administrator group.

I got by this by using -i console after the update
