Problem: Strings are not appearing for Policies view during API creation

Method:
1. Login to Publisher portal
2. Create a Rest API
3. Go to Policies tab

Result:
No Strings appear on the Policies view. Please refer to the english and japanese screenshots attached

Expected:
Strings should appear for Japanese as well.

Workaround:

policies_ja.json file is not present in wwwroot->portal->locale folder. On adding a policies_ja.json file, the issue gets fixed.
