Migration Wizard not migrating these settings*:

Steps to reproduce:
1) Install CF2016 (tested as standalone w/ Developer profile)
2) In CF11, change all of the above settings so that they differ from CF2016's default settings
3) Uninstall/re-install CF2016 and allow installer to run the Migration Wizard (or just toggle the appropriate settings in {CFRoot}\cfusion\lib\adminconfig.xml and run Migration Wizard manually)
4) See none of the above changed settings were migrated
* - I didn't test all settings. I only tested the settings that .car deploy wasn't migrating (see ticket 4118887). Thus, there are possibly more settings that Migration Wizard doesn't migrate. Basically, .car deploy and Migration Wizard should both migrate all settings.
