Updates page throws exception when session variables disabled

Repro:
1) On CF Admin's "Memory Variables" page, disable Session Variables
2) In CF Admin, try to view the ColdFusion Archives page
3) See user-friendly message (good)
4) In CF Admin, try to view the Updates page
5) See exception: "The requested scope session has not been enabled." (bad)

The Updates page should display the same user-friendly message (below) that the ColdFusion Archives page does. That message is:

This issue is fixed now. The fix will be available as part of ColdFusion 2016 Update 3.
