Since CF11 upgraded ExtJS framework to version 4, and upgrading to this version will require a lot of code changes to accommodate new version requirements, it is wise to make framework version select-able from CF admin. This way you do not force you customers to upgrade to new ExtJS (same idea of WSDL1 and WSDL2).
When you make your product flex-able, and you minimize the work effort on your customers there is no reason to stop the upgrade. While the opposite approach you are forcing them to create extra work on tight schedule.
This is the main reason a lot of companies I worked for are encouraged to stay away from using ColdFusion UI features. I personally spend many hours working with Adobe support to figure out issues with CFGrid and cflayout.
