Problem Description:

When using readAsBase64 function in cfclient it errors when reading in a URL that starts with content:// and gives the error message 'File Encoding Error' but works fine with URL's starting with file://

Steps to Reproduce:

Call readAsBase64 and pass in a URL that starts with content://

Actual Result:

Error Message: 'File Encoding Error'

Expected Result:

string of data
