Duplicate ID:	CF-3616845

Reference bug 3616845 of which this is the exact same issue.  It is marked as fixed in build 286553 yet is still exists in update 11, 12, and now 13.  Rolling back to update 10 is the only workaround which is not acceptable on DoD hardware.

After rolling back to 10, I reinstalled update 11, 12, and 13 and tested each one, and each showed to same issue.  Uninstalling back to 10 once again fixed the issue.
