If you click the file picker and a value already exists, the file picker will correctly default to the existing value. But, if you click OK without actually re-selecting the folder, you lose the value. So for example, imagine a REST service had this folder
/foo
You click to edit the REST registration, you click the file picker, you JUST click ok, and you then have an empty path.
