Problem Description:

Using CF 10 / Standard, updated to update 3.  On restart, list of scheduled tasks is blank.  

Steps to Reproduce:
Restart CF.  Add a daily recurring task, or a every 15 minutes task.  Scheduler works.  Restart Cold Fusion, and task list is blank.


Actual Result:

List is blank.  neo-cron.xml still exists.  But CF won't apparently read it.

Expected Result:

Tasks don't disapper

Now on update 10 or 11, problem does not seem to recur.
