Problem:

Here is a list of where sessions work and where they fail.

WORKS:
Firefox (Vista, Vista 64bit)
Chrome
Opera

FAILS:
IE 7, 8 (and they act a little different on each Vista, Vista 64bit and XP)
Safari (fails on 'Touch' and on Vista)

DETAILS:
Server is running on local network with IIS. We tested the same code by uploading it to a live CF8 server running IIS and the issue is not there. It looks like a bug with this version of CF. Note in some cases both the CFID and CFToken are both changing on every hit to the server. It could be something in my code but it doesn't make sense why it works in some browsers and not others. We do check for devices but not browsers in any way that should cause this type of issue. At first we thought it was a device issue because of the iPhone testing... but when it happens in some Vista browsers and not others we figured out the issue was bigger than that.

We also have another testing site that this is not happening on the same server. So there is something we are using in code that is causing the sessions to fail... but it appears to be something in ColdFusion. ( at least after doing much testing it does )
Method:

Hit the server with a working browser and it works. Hit it with the other browsers and it fails.
