Problem Description: Variable INDEX is undefined. The specific sequence of files included or processed is: index.cfm, line: 3

Steps to Reproduce: Run attached repro case

Actual Result: CF2016 is broken.

Expected Result: It should work.

Any Workarounds: Cannot change 1000 of places in code. It worked in CF10 and before.

The fix for this bug is available as part of the early-access build for ColdFusion 2016 Update 2.
