Please see bug 3797282. Because I can't type cfinclude template= into my editor, I did this instead.
I typed: <cfinclude>
I then typed, OUTSIDE the tag, template="...".
I then cut and pasted it inside cfinclude so it looks like so:
<cfinclude template="bootstrap.min.css">
Now CFB is reporting as a problem:
Encountered " "=" "= "" at line 37, column 19.
