Problem Description: If the lockdown is rolled back, then it should mark it as a fatal error rather than a non-fatal error. Currently it reports this:

0 FatalErrors
However it rolled back the install, due to CF-4203243
Steps to Reproduce: Cause a rollback, eg CF-4203243
Actual Result: Rolled back install
Expected Result: Expect that a rollback is fatal.
