Problem Description: Ran the refreshed public beta lockdown installer - it finished without rolling back changes but said there was errors. I looked at the logs and found that it said 1 NonFatalErrors.
From logs:
C:\ColdFusion2018\cfusion\bin\port.properties: Access is denied.
I am assuming that it had changed permission on the ColdFusion directory and made the installer unable to access that file.

Steps to Reproduce:
1) Installed IIS and setup a single web site (example.com)
2) Downloaded latest (refreshed 2018,0,0,310409) public beta CF installers
3) Ran CF installer
4) Logged into CF administrator
5) Ran wsconfig as administrator and connected the single website (I did not choose all IIS sites).
6) Tested a cfm file through IIS
7) Ran Lockdown Installer, finished with errors.
Windows 2016 Server on EC2
Actual Result: 1 non fatal error
Expected Result: 0 errors
