Problem Description: If you accidentally leave wsconfig running while running the lockdown installer it fails half way through and has to roll back its changes. Ideally it could be checked at installer startup to
Steps to Reproduce: Open wsconfig and run the lockdown installer.
Actual Result: Lockdown installer fails
Expected Result: Expect the lockdown installer to tell me to close wsconfig so it can continue or to perform a check on installer startup to prevent it from making changes if it will fail.
