Problem: In Admin > Security > Security Configuration "The value must be greater than 0" is in English at multiple places.

Method:
1. In administrator portal,  Login as admin
2. Go to Security > Security Configuration
3. Change values to anything less than 0 (e.g. -1) manually (not using the spinner) of these fields:
      i. Password Reset Timeout (seconds)*.
      ii. Max Invalid Login Attempts Before Lockout*
      iii. Account Lockout Duration (seconds)*
4. The error message is not localized and appearing as "The value must be greater than 0" in english.

Result:
"The value must be greater than 0" is in english and not externalized.

Expected:
The string "The value must be greater than 0" must appear localized.
