Problem:
Hotfix not installed if newer build in the same update level is already installed
This was fixed and verified as part of an earlier bug.
Method:
Install HF
Install HF with a newer build number, but on the same update level
Result:
Installer does not allow installation
Expected:
Installation must allow installation of a newer build, same update level hotfix.
