tracker issue : CF-4118462

Problem Description:
Pdfg is not installed and Solr is installed, when Solr is not selected to installed during installation on Linux.

Steps to Reproduce:
1. Launch the installer of CF2016 on Linux.

2. Uncheck Solr Service.

solr.war exits while PDFgServlet does not.


Actual Result:
Pdfg is not installed and Solr is installed.

Expected Result:
Solr is not installed and Pdfg is installed.

Any Workarounds:
Do not uncheck Solr.

FYI, Windows does not has the issue.
