Problem Description: When using Windows Performance Monitor, the Queued Requests and Running Requests are no longer meaningful.
Steps to Reproduce: Enable performance monitoring and add those counters to a performance monitor.
Actual Result: Those two values show a basically constant number of running and queued requests. Often exactly the same number.
Expected Result: Should work like CF 8. Running requests fluctuate with demand. Queued requests only happen when running requests reach limit.
Any Workarounds: No.
