Problem:
1) If a user is granted admin role (i.e. administrator and API access), he is *still* not allowed to download/download and Install/Uninstall hotfixes. This is because there is a check in download.cfc for root account.
2) Errors (in case a user with no admin access) should be shown on the page. Currently, the error "current user is not authorized to invoke this method" can be viewed in the browser error logs and can be confusing to the user as nothing happens on the page
