Problem:
[ANeff] ER for: isExchangeConnectionOpen("myExchangeConnection"), which returns true if connection is open, otherwise returns false. In case 2+ persistent connections will use the same name, then we can use this function to perform a check to see if same-named persistent connection already is open. Then we can be force it to close, before opening another persistent connection w/ same name (just so that there aren't connections hanging open until request end - if that is an issue?).
