Problem:
It is not possible to delegate permissions to the Application Installer page in the CF Administrator to other CF Administrator users. When I delegate permissions to all of the Packaging & Deployment section the Application Installer page still does not show up.
Method:
Create a new CF Administrator user.
Give the new user access to all roles.
Log in as the new user.
There is no Application Installer available.
Result:
