Problem:
When doing an preinstall help file, I noticed that the Admin CSS seems to mess with the html in my document. So consider this simple help file:
<h1>Welcome</h1>
<p>
Welcome to the installer. This is a test of the national broadcasting system.
</p>

When rendered, the h1 tag text is very small. I assume this is the Admin CSS.
This isn't a big deal, but maybe it should be documented somewhere what styles you should use if you want to maintain a consistent UI with the rest of the admin.
