Problem Description: 

We are deploying EAR files packaged via the ColdFusion admin J2EE packaging screen and they are failing each time with an error: javax.servlet.ServletException: ROOT CAUSE: 
coldfusion.server.ServiceFactory$ServiceNotAvailableException: The Monitoring service is not available.

Steps to Reproduce:

1. Deploy ColdFusion 11 with Update 2 or 3 on JBoss 7.1.0
2. Log in to the ColdFusion Administrator
3. Go to Packaging & Deployment > J2EE Archives
4. Choose an archive name and click on "Add Archive".
5. Choose the Application Directory, Tick EAR file, provide a valid context root and click on Submit
6. Once the packaging is complete, retrieve the EAR file from the application server, from: {CF-root}\Web-INF\cfusion\packaging\
7. Attempt to deploy this EAR file on another JBoss 7.1.0 instance

Actual Result:
The exception below is showing and nothing further can be done.
javax.servlet.ServletException: ROOT CAUSE: 
coldfusion.server.ServiceFactory$ServiceNotAvailableException: The Monitoring service is not available.

Expected Result:
ColdFusion should start up normally.

Any Workarounds:
Using ColdFusion 11 without any updates works fine, however this is unrecommended due to security concerns.

It's a known issue and supposed to be fixed in HF5 for JBoss application server. (Comment added from ex-user id:duttswam)
