Problem:
                 Hotfixes are not downloadable when it has to go through proxy authentication.
Looks like this could have been broken since the httpclient upgrade is done and now that download url is https site  users have to install the certificate to get through proxy.

Expected:
from admin it should be down loadable.
 
Workaround:
Manually download the hotfix bypassing proxy.
