Disabling application variables breaks CF Admin after restart

Repro (warning: after following these steps, it seems CF must be reinstalled):
1) On CF Admin's "Memory Variables" page, disable application variables
2) Logout
3) Login
4) See popup error message: "Error invoking CFC /CFIDE/administrator/updates/download.cfc: The requested scope application has not been enabled. [Enable debugging by adding 'cfdebug' to your URL parameters to see more information]"
5) See exception.log says:

8) In neo-runtime.xml, enable application variables
9) Restart CF
10) Attempt login
11) See CF Admin redirects to login screen (but, in audit.log, see "User admin logged in.")
12) Reinstall CF :/

This issue is fixed now and the fix for this issue will be available as part of an upcoming update of ColdFusion 2016.
