Problem Description:ColdFusion Application Server will not restart if all API management services are running.

Steps to Reproduce: Start all services, restart CF application service.

Actual Result:CF Application Server will not restart.  File not found error.

Expected Result:Service restarts

Any Workarounds: Stop one of the API management services, restart ColdFusion application service, then restart API service.
