The fix for this bug is available as part of the early-access build for ColdFusion 2016 Update 2.

Hi Adobe, I'm unable to reproduce this using the provided WSDL URL (http://graphical.weather.gov/xml/DWMLgen/wsdl/ndfdXML.wsdl), as APIM's SOAP to Rest Wizard throws "Error generating the rest endpoint definition for the input wsdl." when clicking 'Fetch' in CF2016 Update 1 (build 2016.0.01.298513) and CF2016 Update 2 (build 2016.0.02.299200).
