The fix for this bug is available as part of the early-access build for ColdFusion 2016 Update 2.

Hi Adobe, I'm unable to reproduce this issue and fix in CF2016 Update 1 (build 2016.0.01.298513) and CF2016 Update 2 (build 2016.0.02.299200), as those updates didn't add a 'Forgot Password' link to the login screen for the APIM admin or portal. Thanks!, -Aaron
