Problem Description:  When I install update 8 on my server 2012r2 system and try to go to the ColdFusion Administrator I receive the following error:  http status 500 - coldfusion.server.ServiceFactory$ServiceNotAvailableException: The Runtime service is not available.

Steps to Reproduce:  System was running ColdFusion 11 Update 7 with JDK Version 1.8.0_92 and ColdFusion Administrator works correctly.  Once I install ColdFusion 11 Update 8 using Administrative privileges, I get the above error when trying to get to the Administrator.  There are no issues in the installation in the Update 8 in the log.   Also replaced the tools.jar file from JDK Version 1.8.0_92 since that was what was required in the instruction for JDK 1.8.0_72.

Actual Result: ColdFusion 11 administrator breaks

Expected Result: ColdFusion 11 Administrator works

In the DISA ColdFusion 11 STIG under CF11-05-000193, CF11-06-000216, and CF11-06-000217 it specifies that a custom template handler must be used to prevent DoS. Having custom handlers specified in the Administrator when updating to Update 8 and Update 9 was what was causing this issue.

Susan, Yes, we should use custom template handler to prevent DoS. But, it should not be a ColdFusion template. It should be a html file. Please follow steps mentioned below in order to fix this issue: 1. Open <cf_install_root>/cfusion/lib/neo-runtime.xml file 2. Search for "error_request.cfm" text 3. Replace ".cfm" extension to ".html/.htm" 4. Save changes. 5. Start ColdFusion server.

After making code changes in our "error_request" file and changing the file extension to an ".html" the updates are correctly loading and the ColdFusion Admin opens correctly. Thank you
