Documentation does specify that this is not supported - https://helpx.adobe.com/coldfusion/cfml-reference/coldfusion-tags/tags-d-e/cfdocument.html - "text-align (left, right, and center)" Would be nice of cfdocument to start supporting more css though!

cfdocument uses third party library for rendering the html. That library itself does not have support for text-align: justify. So this not something which can be fixed in CF.
