Problem Description: When the system locale is Turkish (even English installation but locale is TR), after installation (built-in server) configuration page comes blank.

Steps to Reproduce:
* Get a clean Windows installation (tested on XP, Win7, 2008 Server)
* Change system locale and language as Turkish on control panel.
* Restart (when you change it request already)
* Install CF.
* On the default configuration page http://127.0.0.1:8500/CFIDE/administrator/index.cfm page is blank.

Actual Result:

Expected Result:
Blank page.

Any Workarounds:
Changing Java locale either on system level or directly on Java configuration as another European language etc. helps to solve the problem.

* This problem is there since ColdFusion MX! (After running CF in Java)
* We were believing that this is a JRun issue and hoped fix on Tomcat but still same.
* We have same problem on core JRun installation too. Not only CF problem.
* A huge marketing issue for Turkish customers since after installation CF does not work!

I personally tested on VMWare with WinXP Professional and Windows 2008 Server x64.

The client reported on Windows 2008 Server x64.

I have same problem. OS Windows XP SP3 32 bit Turkish and Windows 7 64 bit Turkish. Both systems have same problem.

Me and my clients uses Turkish os (Client and server). We are used other Turkish applications. if change locale settings other applications get error messages. And can't run both applications.

Win7 64 bit turkish installation & win7 64 bit english installation with turkish system locale and i have same problem too...

Tested on all available Windows Desktop and Servers, the bug is still there. This problem is also present on Mac OS when running on Turkish locale.
