I tried to refresh a REST registration in the CF Admin and was told; 

Unable to refresh REST service.
Application RestPreso could not be initialized.
Reason: The application does not contain any rest enabled CFCs.
The application does not contain any rest enabled CFCs.

But this is not right. When I checked my exception.log, I discovered a permissions error writing the REST skeletons.

With skipcfcerror=true and no error free rest cfcs, Admin will continue to throw error "The application does not contain any rest enabled CFCs." With skipcferror=false and no error free rest cfcs,Admin will show specific error Eg: "returnType must be defined for remote CFC functions" i.e. whatever is given in the exception.log.
