Problem Description: 
In CF 9.01 Enterprise, installing the APSB13-13 update broke the ability to add new CF Instances

Steps to Reproduce: 
Install the HotFix as directed. 
Enter the administrator, expand "Enterprise Manager"
 click Instance Manager.
click add new instance
name the instance
select "create windows service"
click submit

Actual Result:
Displays:
"Enterprise Administrator - Creating New CF Instance

[step 1 of 4] Creating new CF Instance...

Return to Enterprise Manager "

Then at the bottom it shows:
"There was a problem
Message: cannot convert the value "localhost" to a boolean
Detail: "

No detail is given. However in the cfusion-out.log I see:

The path listed in lines 6-8 does not exist on my system.

Expected Result: 

a new instance would be created.

Any Workarounds:
Remove the HotFix

This happened consistently on each server I installed the HotFix. I start the HotFixes in our ITG and QUA environments and have the developers test their code for any issues prior to moving it to our production servers. On the six servers I installed this on, I received the same result. The server specs are Identical. In each case, removing the hotfix resolved the issue.

I left out the java version. We are running with Java 1.6_37

Same problem in our environment. Can't create new Instances on all Servers on which the patch was applied
