Problem:
Changing the log file size limit in admin takes effect only after restart of server and there is no message saying that this setting require a server restart.

Method:
Change the 'Maximum file size (in kilobytes)' value in Administrator > Debugging and logging > Logging Settings. 

Result:
This change requires a restart for the changes to take effect. 
No message is shown to indicate this. 

Expected:
A message needs to be shown, which indicates the user to restart coldfusion for changes to take effect.
