Problem Description: when updating cf10 to update 1 - 4 you get "this page cannot be displayed" // no restart of ColdFusion

Steps to Reproduce: install update 1 and it doesn't restart ColdFusion as mentioned. same goes for update 2 3 4 

Actual Result: this page cannot be displayed

Expected Result: login to cf administrator - continue updates

Any Workarounds: restart ColdFusion on windows 8 using local services option

windows 8 (not listed in platform dropdown menu) but im referring to windows 8 64 bit pro and not win all as specified on dropdown

Does it happen after applying update 11? If not, there is nothing to be fixed.
