Problem Description:

Cfdocument tag has a bug of converting PNG file with 4 bit depth. It can only convert black and white pixels and drop others

Steps to Reproduce:
1. Generate a 4 bit-depth png file. I use GIMP 2. Open an image file, set to index mode, set the maximum color to 16, and save and export as a png file.

Actual Result:

Only convert black and white pixels and drop others

Expected Result:

Convert all colors.

Any Workarounds:

No.
